Kent Police Federation Personal Accident & Sickness Benefit
Scheme
Criteria for eligibility.
From 1st January 2009, it is a requirement that in order to participate in any of the Police Federation Insurance schemes (except travel) officers must also be subscribing members to the Police Federation of England & Wales.
Non subscribing members may rejoin the Federation at anytime, but subject to the discretion of the National General Secretary, may need to subscribe for a period of a year before being able to access Federation services.
It is not possible to join the Group Life Assurance Scheme other than at the start of an officers service within the Force 1 .Officers transferring into Kent Police from other forces, and those transferring into the force at ranks higher than that of Chief Inspector are able to join the scheme if they do so at the start of their Kent service.
Subscribing members of the Federation may join all other Federation insurance schemes at any time.
Retiring officers must have been subscribing members for a minimum period of two years prior to retirement in order to be able to continue being able to participate in the Group Life Assurance Scheme. 2

- All new probationers are automatically given a minimum of 32 weeks of free subscriptions to all insurances (except Travel insurance) on joining the force if they elect to join the scheme at the earliest opportunity.
- Allowances will be made for those officers who were unable to complete the minimum term prior to retirement eg. Ill health retirees, or transferees with less than two years to work prior to retirement.
Summary of Cover
The Kent Police Federation offers this scheme for the
financial security the benefits provide to members. The objective is to supply
a package to help look after Officers’ accident and sickness insurance needs
throughout their service with the Force.
You’re covered for a range of benefits for just one
basic monthly contribution, paid direct from salary. Premiums and the benefits
may vary from time to time with the agreement of your Federation. Payments are made to members tax-free (under current
legislation).

The scheme is administered on behalf of the Federation
by Stuart Harvey Insurance Brokers Ltd.
Who is covered?
Any
serving member of the Kent Police Federation who is paying contributions into
the scheme by salary deduction (see scheme code ‘PAI’ on your pay slip).
Who can join? How much does it cost?
To
join, you must have been actively at work, not on recuperative duties, in the
eight weeks prior to making your application. Membership is open to any serving
Officer of Kent Police who is contributing to the Federation’s voluntary fund,
Superintendent’s Association or ACPO.
The present premium is £6.20 per month. New recruit
applicants are covered free of charge until they complete their first
year of service, so long as they have signed to join the scheme on induction to
the Force.

This scheme is designed to meet the demands and needs
of a Police Officer requiring personal accident and sickness cover. It is your
responsibility to make sure the cover is adequate for you.

Kent Police Federation this product only. You will not receive advice or a
recommendation from us and we will not charge you a fee for our services.
Accident Benefit (Effective from 1st November 2007)
24 hour Worldwide cover, on or off duty. If a member suffers bodily injury due to
an accident, he/she may be off work as a result. Typical examples include
RTA’s and assaults. Benefit is paid for up to two years from the date of the
accident. Cover is provided for accidents
occurring during the period of insurance. If a scheme member suffers an
accident leading to disablement, benefit will be paid as follows:

If pay is reduced under Police
Sickness Regulations, see Sickness Benefit below. £42 per week Temporary
disablement benefit will continue to be allowed if pay is not reduced, for up
to two years from the date of the Accident.
An Accident is a sudden violent external
unforeseen and identifiable event which
is the sole cause of the bodily injury. Benefit is not payable if the injury
is the result of normal bodily movement, sickness, disease or any gradually
operating or degenerative condition.
Sickness Benefit (effective if cut in pay on/after 1st November 2007)
Under Police Sickness
Regulations, the Chief Constable can cut Officers’ pay to half if they
accumulate six months sickness in a rolling year. After 12 months absence, pay
may be cut to nil. Experience has shown that the Force will exercise its right
to cut Officers’ pay in most cases.
This part of the scheme is
intended to provide a partial top-up of income if pay is cut to half or nil
under Sickness Regulations.

New scheme members can only claim sickness benefit after completion of six months
actively at work. If a member claims the maximum sickness benefit, they cannot
claim again for the same or a related condition until they have accrued a
further 183 days back at work.
Unrecovered Criminal Court Compensation (following assault)
Following
assault of a member, compensation may be awarded at court against the
assailant. This often goes unpaid. If unpaid for over six months from the
date of the award, a maximum of £250 per award can be claimed from the benefit
scheme.
How to Claim
All claims must be logged with Stuart Harvey as soon as practicable. Claim forms
can be obtained from the Federation office.
- Claims for Accident benefit must be notified within
six months of the accident date.
- Claims for Sickness benefit must be notified within
six months of pay being cut.
- Claims for Court Compensation must be made within
eighteen months of the award being made.
Terms & Exclusions
- War, suicide/intentional self injury, private flying, service
with the armed forces and professional sports activities are excluded.
- Terrorism is covered including CBRN incidents
- A policy limit of £7.5m applies to all claims arising from any
one event.
- Where a pre-existing condition has contributed towards
Permanent disablement, the insurers reserve the right to negotiate a settlement
for a reduced sum, to reflect the extent
to which this condition has affected the claim.
- Conditions apply regarding documentation for claims
for occupationally acquired HIV.
- Cover ceases on the first to occur of non-payment of
premium or retirement.

This is a summary of the personal accident & sickness scheme; it does not
include the full terms and conditions. It is a non-investment insurance
policy, underwritten by Aviva Insurance Ltd and Axiom Underwriting Agency Ltd
and is subject to English Law. Members do not have rights under the Contracts
(Rights of Third Parties) Act 1999. The full terms are contained in a policy
issued by the insurers. You may cancel your cover at any time by stopping your
salary deductions, but if you later wish to rejoin the scheme, pre-existing condition
